Where can I get a hard money loan (in U.S.) for Dubai investment..using overseas assets (Land) as collateral?

My sister is a developer and has an investment company based in Dubai (over billion in assets). I am looking for a hard money lender in the U.S. (preferably NYC) for about million and want to use her land (we can use million worth of land) in Dubai as collateral.
Does anyone know where I can find a hard money lender who can/will do this. Any help would be greatly appreciated

You are asking strangers on behalf of your sister who you claim has $3 Billion in assets that she has no clue where to get a bank loan in the US?
Is that your question?
Let me answer.
Anyone who has that kind of money, which I highly doubt this is a legit question, would not have their sister go on the internet and ask this question.
In the event it is a legit question ——- pause ——- the answer is go to a major bank and apply for the loan.
I know people in Dubai. EVERYONE there knows the names of the major US banks, they do business right there.
If I was a lender in this market, and you thought you would put sand up for collateral, I would ask you to leave my office.
A bank will want hard assets, fully paid real estate or other verifiable assets and will discount the hell out of it before they consider a loan. They will also want PROOF of net worth that can be easily verified.
If you have a verified net worth of $3 Billion, it won’t be hard to get a $25 million loan. Your sister would be in Forbes if this is a legit question.

Haven’t you been reading the papers? American banks will be asking you for loans if Congress doesn’t act soon.
