What does “PAD AVAILABLE” mean on “commercial real estate for sale” signs?

Does it mean a concrete pad has already been installed? Or does the P in PAD stand for Pennsylvania, as in some kind of state loan or tax-abatement assistance?

A pad site typically is a location outside of a retail center that most of the time a restaurant or a bank is located. I provides better visibility and access to the location then being on the strip next to the anchor tenant, typically a grocer. Pads most of the time are ground leases but a some rare instances can be sold to the tenat.

It means that there is space to build something. It is usually leased.

In commercial real estate the "pad" is the piece of land usually in a shopping center designated to contruct a building on.
